Dr. Brenda Dogbey

Director, Strategic Policy, Governance and Communications - Natural Resources Canada

Dr. Brenda Dogbey is Director of Strategic S&T Policy, Governance and Communications in the Office of the Chief Scientist at Natural Resources Canada. Her team provides horizontal science policy guidance both within the department and externally on key corporate and cross-cutting files and collaborates with Science Based Departments and Agencies and the Federal Office of the Chief Science Advisor. Her career in the public service has spanned various Strategic Policy units at the Public Health Agency, Health Canada and most recently Natural Resources Canada.


In her time as an executive Brenda has led and delivered results in key S&T areas including: The NRCan-driven Canada-Ukraine Science Partnership (2022); NRCan’s Scientific Integrity Policy & Open Science Action Plan (2021); Modernizing and harmonizing the NRCan’s application of the SE-RE framework for scientists (2021); Advancing and positioning the efforts to leverage Quantum in the Natural Resources sector including strategic linkages with other government departments including ISED, NRC, NSERC & GAC, AAFC and ECCC. She is also a part of the Industry Developers and Users Quantum Working group led by NRC. 


Brenda has a PhD in Population Health from the University of Ottawa, a Master of Public Health with a concentration on Global Health from Simon Fraser University and Bachelor of Arts in Political Science and Women’s Studies from the University of British Columbia. Prior to joining the Federal Government, Brenda worked in academia and as an independent public health consultant.
